Shelby750 lb jack, fully extended and locked up, will not lower. Handle frozen.

It was over-extended and the threads/screw were damaged to the point you can no longer operate your jack. It's time to replace the jack with something like the Pro Series Jack part # PSEJ10000101 that you referenced.
