That's a good question, and cargo carriers can be used on the rear of travel trailers although unlike bike racks they are not tested for that use. The reason why bike racks need to be approved for that use is because the additional vibration and bounce that occurs on the rear of a trailer can be problematic for something as lightweight and relatively delicate as a bike that has moving parts.

With that in mind we recommend you use a cargo carrier with a fixed shank on the rear of a travel trailer

For a similar carrier that I highly recommend the Reese Cargo Carrier # 63153 because it is 60" x 24" for optimal carrying capacity and has raised sides that make for great attachment points to secure your cargo. The Reese has a 2-1/2" rise in the shank and is made of steel with a black powder coat to ensure durability.

You will need to secure the carrier with Pin and Clip # PC3 or you can lock it with Trailer Hitch Receiver Lock # e98880. I have added a link to a couple video reviews of the Reese Cargo Carrier # 63153 for you to check out.
