I want to tow my 2004 Camry on a U-Haul tow dolly with a U-Haul truck. With this harness work? Thanks.

The Hopkins Plug-In Simple Vehicle Wiring Harness # HM11141775 referenced in your question is designed to add a 4-Way to the rear of your Toyota Camry to connect with a trailer. This will not work to wire up the vehicle so that its signal lights can be powered by the U-Haul truck.
There is not a custom flat towing harness like this one available for your 2004 Toyota Camry so if you wish to add wiring you will need to go with a universal kit like the excellent Roadmaster Hy-Power Diode Kit # RM-154. This will allow you to tap into the signal light circuit wires on the vehicle to provide you with a 4-Way at the front to hook up to a 4-Way on the U-Haul truck.

Please keep in mind that the U-Haul tow dolly should itself be equipped with signal lights and a 4-Way connector, so adding a wiring harness like this to the vehicle isn't required. This would only serve to add additional lights to your setup for better visibility on the road.
