First, it is a good idea to check the ground coming from the wiring harness. A lot of times if one function is working and the other is intermittently working or not working at all the ground is bad. Make sure the ground is grounded to a clean bare metal surface of the vehicle's frame. You also want to make sure the plugs are seated properly and the pins are not bent on the vehicle harness and the trailer connector harness.
If your connections are okay, you want to test the brown wire going into the converter box with a circuit tester like part # PTW2993. Have a friend activate the vehicle lights while you test the wires. If you are getting power going into the converter box from the brown wire, then the vehicle side of the wiring isn't the issue.
If you are getting power from the wires going into the converter box, then test the brown wire coming out of the converter box. If the brown wire coming from the converter box does not have power the converter is defective.
If you are getting power from the brown wire coming from the converter box, the issue may be on the trailer side. You want to check the running light/tail light wire from the wiring harness back to the trailer, checking for frayed or damaged wiring. If you find wiring that needs to be replaced you can do so with Black Primary Wire part # 12-1-1 and Butt Connectors part # 05732-2.
If you are still not able to pinpoint the issue please let me know and I can help you troubleshoot further.
