Question:
Well i was wondering if my truck is rated for 7000 pounds couldnt I actually pull a little over 9300 pounds because of being able to add the 1/3 of weight on truck since of the gooseneck or fifth wheel setup.

Towing capacities are pretty hard and fast. You don't get to add 30 percent to the total capacity if you are using a fifth wheel or gooseneck hitch. If the truck was designed for this type of towing there might be a second set of capacities listed but if not otherwise mentioned you would be limited by the capacity found.
