The Replacement Hardware kit # 21-240PK that you referenced is actually replacement hardware for Nerf Bars # 21-24010 and # 21-24015 which fits 2015 - 2019 GMC Canyon Crew Cab and 2015 - 2019 Chevrolet Colorado Crew Cab pickups.
For your 2019 Ram 1500 you would need Replacement Hardware Kit # 21-2408PK which is for the Westin PRO TRAXX Oval Nerf Bars # 21-24080 and # 21-24085.
If you happen to have a 2019 Ram 1500 Classic then the correct Replacement Hardware is part # 21-2356PK which fit the Westin PRO TRAXX Oval Nerf Bars # 21-23560 and # 21-23565.
