The RetraxPRO XR Hard Tonneau Cover w/ Trax Rails # RTT-80851 for your 2018 Toyota Tacoma will pair nicely with the Rhino-Rack Vortex Crossbar System # RRVA180B-RRRLT600, which features a 220 pound weight capacity.
You can absolutely use a roof top tent with this setup but you will want to go with one like the Yakima SkyRise # Y07436 that uses a ladder for additional support. This particular tent just requires that the crossbars have a minimum weight capacity of 165 pounds so it will work great for this application.
