Since Honda is recommending a specific Mfr. and model for tire chains. Does that strictly imply that other mfrs. of Class-S chains will not safely work on the vehicle? Would/should any class S compatible tire traction chain quality to safely fit on a 2016 Honda AWD CR-V? Thank you,

Only Honda can really answer that but most likely it's that they tested that specific Class S option and to be extra cautious they only want to recommend a specific chain for your vehicle. Since Class S compatible is a clearance measurement I'd be shocked if only that one specific chain fit well.
The K-Summit chains part # TH02230K66 that you referenced are a fit for the tire size that came on your 2016 Honda CR-V of 225/60-18. These chains have the best clearances of all tire chains so if there was ever a tire chain that was going to fit your vehicle and not cause issue this would be it. Since it does not go over the inside of the tire at all it basically does not require any clearance. I attached a review video for these chains for you to check out as well.
