Can you get a soft roll up cover that will fit my “17” tocama 6ft bed with a tool box installed that sits on the bed rails?

A crossover-style truck tool box that rests across the bed rails will not be compatible with a tonneau cover, but a different type of tool box will be, so long as it is one that sits below the cover.
On the linked page you can see all soft tonneau covers made for your 2017 Toyota Tacoma with 6-foot bed. These soft covers include several types; there are folding covers such as the Tonno Pro # TP42-512, and roll-up covers like the TruXedo TruXport # TX257001.
Roll up covers could only work if you start rolling from the cab, and then they would let in rain.
