Do you know what nerf bars you have? If you had a set of Westin E-Series nerf bars like the ones you referenced the correct part number for the hardware kit would be the part # 23-231PK as the bars you'd have would be the # 23-2310.
These aren't universal brackets that will fit all manufacturers so we'd need to verify the nerf bars that you have.
