The Curt Trailer Hitch Receiver - Custom Fit - Class III - 2" # C13204 is the best option for your 2018 Nissan Rogue. The hitch will be rated higher than your vehicle, but the hitch is rated for 525 lbs tongue weight. The tongue weight will need to include your 176 lb chair as well as the weight of the lift.
This hitch has a hitch pin hole that is recessed 6 inches behind the outermost part of the bumper. Your lift will require a measurement from the hitch pin hole to the closest part of the frame that is greater than that 6 inches to ensure your lift won't make contact with your bumper.
I recommend the hitch lock # e98880 to deter theft of your wheelchair lift.
