The Thule Hitching Post Pro part # TH934XTR does not come with a retractable locking cable at the end of the rack arms but you can add a locking cable with the # TH538XT and the # THSTL2 and you'd have a way to lock the rack to the hitch and your bikes to the rack.

For a similar rack that does have a cable lock built into the arm of the rack you'd want the # Y02458.
