I was wondering if you could let me know if the kayak lifter Nautic Kayak Lifter would fit on my 2017 Dodge Ram 1500 Crew cab truck? And specifically Im thinking of carrying the Hobie Island Tandem and would that work?

I may have a solution for you, however looking at the size and specs for your Hobie Island Tandem Kayak, I'm not sure that a standard roof rack and carrier like the Rhino-Rack Nautic # RR570 you referenced is your best solution. The weight of the kayak, which I found to be around 240 pounds, might exceed the capacity of your Ram's roof. You might also have a hard time safely securing its large size to standard cradles like these.

To transport the kayak, a better option might be with a ladder rack that extends over the cab of your truck. I recommend taking a look at the Erickson Over-the-Cab Truck Bed Ladder Rack # EM07707, which is confirmed to fit your Ram regardless of its bed size. This features an 800 pound weight capacity and will give you plenty of space for the kayak (and any other cargo you might want to secure). You will just want to add some tie-downs like # TH855XT to secure the bow and stern of the kayak.
