I do have a solution for your 2017 Toyota Tacoma with the Deck Rail system, but unfortunately the MaxxTow Truck Bed Ladder Rack MT70423 that you referenced is not confirmed to fit your Tacoma.
For a ladder rack that will fit your Tacoma and has mounting points for a crossover-style toolbox you will need to go with the TracRac TracONE Ladder Rack. This is rated for 800 lbs and comes in Silver # TH27000XT-XK4 or Matte # TH27000XTB-XK4B.
It features the same type of aero style crossbars that have the T slots in them for mounting accessories, plus it comes with 4 Heavy-duty composite loop-style tie-downs.
