Will the Westin PRO TRAXX Oval Step Bar #21-23720 work on a 2016 Chevy Silverado Crew Cab with the factory mud flaps?

I am confident that there won't be any interference between the factory mudflaps on your 2016 Chevy Silverado 1500 and the Westin PRO TRAXX nerf bars # 21-23720. If they did end up touching it would only be slight contact but nothing that should prevent installation. I have included a link to a video showing an example installation. You can see that there is some space between the back of the front wheel well and the front of the bar.
