I have a 2003 and 2011 Toyota RAV 4. I want a bike rack that will work with both. What is my best option?

I checked with our bike rack manufacturers and there is not a spare tire mounted bike rack that will work on either your 2003 or 2011 RAV4.
It looks like your only option would be to install a hitch on both of the vehicles and then use a hitch mounted bike rack between the two.
For the 2003 model, you want Curt Trailer Hitch # C13524 (see attached installation instructions). For the 2011, I would recommend a Curt Class III Trailer Hitch # C13149.
Then for a bike rack I recommend the Swagman Trailhead, part # S63365 I attached a review video for this rack for you to check out also.
If you plan on carrying women's or alternative framed bikes, I recommend you get a Thule bike adapter bar # TH982XT. I attached a review video for this product also.
