though both are rated for the same weight, do you think the fixed leg platform step is stronger because there are no adjustment pins??

The Camco Adjustable Height Platform Step # CAM43676 is rated for 1,000 lbs. If you compared that to a step rated for the same weight you really wouldn't see an advantage to either in terms of capacity.
