The term tow package can mean different things to different people. For us, tow package usually means a vehicle is wired for towing from the factory but does not necessarily include whether or not the vehicle has a trailer hitch. What they may have been referring to is if your 2003 Chevy Silverado has a deep drop bumper or lift gate installed, there are certain hitches that will and will not fit.
No matter what style you have, there will be a trailer hitch that will fit. The Draw-Tite Hitch, # 41932, that you have referenced will fit a 2003 Silverado 1500 (excludes the SS model) but not if it is equipped with a deep drop bumper or Tommy Lift Gate. I have included a link to the installation instructions for you to view. If you do have a lift gate or deep drop bumper, you would need Curt Trailer hitch # 13339.
The recommended ball mount is # 40331 and you can use pin and clip # PC3. For a ball, you can use # A-90 (2 inch diameter) or # 19286 (2-5/16 inch diameter). If you need a trailer connector, you can use # HM40975 with wiring # PK11998. I have included a link to an FAQ article that explains the wiring on the truck and where it is located, should you need to install a wiring harness.
