Yes, the Curt # C11250 will fit both a 2015 and a 2016 Kia Rio Sedan. I have attached an installation video for a 2013 Hyundai Accent for this same trailer hitch that you can use as a reference.

For a complete towing setup you will also need a ball mount kit and wiring. A popular ball mount option is the Curt Euro Style Drawbar # C45572 which you can secure in your hitch receiver with the pin and clip # F-4.

Then for wiring I recommend going with the Curt T-Connector # C56157. To install you need to connect the plugs behind your tail light housing and then run a lead up to your battery to power the lighting functions. Installation instructions have been attached for you.
