Will this tent fit over my toolbox the hangs over side rails. 2004 Silverado?

The Rightline Truck Bed Tent could work with a toolbox that hangs to the inside of your 2004 Chevrolet Silverado's truck bed so long as there is no interference with the top of your bed rails which is where the tent installs.
The # RL110761 that you referenced is not a fit for your 2004 Chevy Silverado, though the same model is available depending on the size of your truck bed. If your '04 Silverado has a 5-1/2 foot bed you'd want Rightline Truck Bed Tent # RL110750; for a 6-1/2 foot bed you'd want # RL110730 and for an 8 foot bed you'd want # RL110710.
