Question:

I assume this valve has constant flow at the female end and switches between the 2 male ends? Can it be modified to have the straight through male end be the constant end and switch between the female end and the other male end?

Camco Replacement 3-Way Valve for Winterization Bypass Kits # CAM37463 is labeled to have the constant flow into the female end of the valve and the open setting is for normal use of your water heater then bypass is direct flow through the hose. The adapter can be used as you stated, with one end of the male fittings being the constant and then using the valve between the other male and female outlets.
