Hello, Can you explain how the Titan Brake Actuator - Painted - Drum - Lunette Ring - Weld On - 12,500 lbs Item # T1607700 is welded to a trailer tongue? Also, would item # T1607700 work for converting the air over hydraulic braking system on a military surplus A/M32K-4inch trailer to straight hydraulic? Thanks,

If you check out the picture I attached to this you'll see how one person welded on a Titan Model 10 like the part # T1607700 that you referenced. It really depends on the application though. Either way you'll need to find a qualified welder in your area to do the work.
The coupler would be the correct kit for starting the conversion of the brake style on your trailer. For more info on this check out the FAQ article I attached on the subject.
