Which class 3 receiver will give me the most ground clearance? I need it to tuck up tight to the vehicle. I want all the ground clearance I can get.

Both the Draw-Tite Max-E-Loader # 41537 and the Curt Trailer Hitch Receiver # C13517 have the same height measurements. These are the only 2 trailer hitch receivers that are Class III and will fit your 1999 Chevrolet Tracker.
I have attached a video of the Curt hitch being installed on a 2001 Suzuki XL-7 that you can use as a reference for the install.
If you plan on using it to tow you will need a connector for the trailer lights and a hitch and ball mount.
I recommend going with the Curt T-Connector # C55372 for the wiring.
To help you choose a ball mount and hitch ball I have attached a helpful article so that you can choose the correct one for your application. A Ball Mount Kit # 989900 can be useful because it comes with 2 shanks, one with a 3/4" rise or 2" drop and one with a 2-3/4" rise or a 4" drop, 2 hitch balls, one with a 1-7/8" diameter and one with a 2" diameter, as well as a hitch pin and clip.
