Will this box fit a 2016 Subaru Forester with factory racks and cross beams? Also, is there a smaller 15 - 16 cu. ft. version or similar product?

The Car Top Cargo Rooftop Box # CTC-18S will fit crossbars that are no more than 3-3/4 inches wide and 1-3/16 inches tall. You'll need to measure the bars on your 2016 Subaru Forester to confirm a fit. It also requires a crossbar spread of 22 inches but can be expanded to 31 inches by drilling holes into the box.
There isn't a smaller capacity version of this box. For a similar style box that's smaller look at the Yakima RocketBox Pro # Y07192. It's only a 14 cubic foot box though.
