Draw-Tite front-mount hitch # 65028 fits the 2500 series pickups for year 1999, but for your 1500 series you'll use the Curt # 31302. I attached the installation instructions for you to check out. The Curt # 31302 offers a no-drill install.
If you'll be using the hitch to support a heavy load such as a snowplow or cargo carrier, you might want to consider some front-end suspension support. Timbren jounce spring kit # TGMFK25S works on 2WD models and kit # TGMFK15A fits 4WD 2-door models. Both kits offer no-drill installation.
