Yes. You can attach crossbars to the Thule Canyon XT Roof Cargo Basket - Steel - 49" x 40" x 6" - 150 lbs, Item # TH859XT
They don't have any crossbar system designed to fit on top of that basket, but technically you could add crossbars to the basket. You will most likely be limited by weight to the vehicle roof specifications and have to subtract the weight of your roof rack, the cargo basket, the cargo and the new rails. Your vehicle roof capacity should be available in your owners manual. If you use the extension # TH8591XT, that would need to be accounted for too.
I can't confirm a fit, but I think the TimberLine Towers for Yakima Crossbars - Raised, Factory Side Rails - Qty 4 # Y33TR along with the Yakima JetStream Crossbars - Aluminum - Black - 50" Long - Qty 2 # Y00425 so that is what I recommend.
