According to Bulldog, on the 2-Speed Jack - Drop Leg w/ Non-Spring Return, # BD183901, to engage high gear you will need to push the shaft in (towards the jack). To engage low gear, pull the shaft out away from the jack. The shaft in this case is the bar the handle attaches to. It moves ever so slightly. The jack handle moves from 5/8 inches to 3/4 inches when shifting.
Try it without any load. With the shaft pushed in and in high gear, this is the higher speed setting. Pulled out and in low gear is the lower speed setting, so the jack leg will travel less with each revolution.
