I have the 34 in from outside to outside of the frame rails but from the end of the frame to the spring shackle it is only 14-1/2 inches I have a 1975 GMC 25 serra grande is there a solution to this

Since the Draw-Tite Ultra Frame Class IV Trailer Hitch Receiver # 41938 isn't a fit for your 1975 GMC C25 because of the spacing, the best bet is to look another hitch. The Draw-Tite Ultra Frame Class V # 41947 is a confirmed fit and also has a 2 inch hitch receiver opening. It also has a maximum GTW of 15,000 pounds.
Another option is the B&W Heavy-Duty Class V # BWHDRH25122 which has a GTW of 16,000 pounds. I've attached an install video of this hitch on a 1986 Chevy just to give you an idea.
