What does the Thule Universal Key Do?

Question:
As far as I can tell this is the model rack I have Thule Rak-N-Loc Classic 938. I am un able to find the keys and have tried doing some internet searching. I see you have the key that the THULE website indicates will work with my model. However before I spend a bunch of money I figured I would ask here. Also can you explain what the function of the UNIVERSAL KEY is?

The Universal Change Key for Thule Locks, # 853-1251, will allow you to remove your Thule lock and replace it with a Thule one key system lock, which we sell separately. The lock core does need to be unlocked in order to remove it with this key. The Thule One-Key System Lock Cylinders - Qty 2, # TH450200, comes with this universal key and two cylinders with keys. I've attached a video to help.
If you are looking to simply replace a key, there is a number on the key lock itself that will allow me to get you a replacement key for your existing lock. That part number normally starts with an N.
