I have a 2016 Subaru Outback fitted with a Curt model c12136 1 1/4inch hitch. Is this compatible with the Rhino Rack 2 RRRBC045?

The Rhino-Rack 2 Bike Rack, part # RRRBC045 is compatible with the Curt trailer hitch you have installed on your Outback wagon.
The bike carrier weighs just 33-lbs and has a capacity of 33-lbs per bike.
If you are planning on carrying bikes with alternative frames like kids bikes or women's bikes I recommend using an adapter bar like part # 64005. This attaches between the seat post and the handlebar stem and allows the bike to be carried more level in the carrier while providing additional ground clearance.
