Hi. Is it possible to get a replacement for the wires that pull the bolts through the frame for my 2015 Fiat 500 curt hitch?

Yes, you can get replacement bolt leaders to install a Curt trailer hitch on your 2015 Fiat 500. You will need the 7/16 inch bolt leader # 80103-1. If you want the Curt brand then it is # C58410 but it is shorter at 18 inches compared to the 24 inch long 80103-1.
