It appears that the u bolts and nuts extend above bottom of the rack. I am concerned that these may tear a waterproof bag,

When the Thule Roof Mounted Cargo Basket # TH859XT is clamped to a roof rack crossbar the u-bolt threads would not be at risk of tearing a cargo bag. After the basket is securely attached, there is a cover over that hardware that is securely locked into place with a plastic core or the optional metal locking cores in the part # TH450400
.
