Performance tuners can, in a suitable vehicle, provide increased horsepower and torque by changing the engine tune. Naturally, if you're getting substantially more horsepower and torque from an engine you will be consuming more fuel in the process.

Tuners often include a driving coach program. These function as a guide to help you recognize driving behaviors that negatively affect your mileage performance.
