will this product work with a truck that has a hard plastic bed liner installed over the bed rails?

It sounds like you are wanting to know if the Extang CargoCleats Truck Bed Tie-Down Anchors # EX1932 can be installed over the hard plastic bed liner that covers the rail.

I spoke to my contact at Extang and he said that the inner rail would need to be connected to the bare metal rail while the rail that you can see in the bed of your truck would be fine to have the plastic bed liner installed over.

I also noticed you were looking at the Erickson Retractable Tie-Down Anchors # EM01003. If your truck is one that is listed these will be compatible with a hard plastic bed liner as well. Some models listed will require some modification.
