I have a 99 Toyota Land Cruiser with the towing package and I will be pulling a trailer with 2 axles/ 4 brakes. I am considering purchasing a Tekonsha 90195 integrated brake controller. Is this a good choice or is there a better one?

The Prodigy P3 brake controller part # 90195 that you referenced is an excellent brake controller that I would highly recommend for you. It is essentially the nicest brake controller around as it works flawlessly and is incredibly reliable. The full word display is nice too since it allows you to read everything easily without having to decipher any codes or light colors.
You will need to start with a 4-way (if you do not have one). For that you would want the # C55365.
From there you would need to convert the 4-way to a 7-way so that you can install the brake controller. For that you will want the Brake Controller Install Kit and 7-Way Adapter part # ETBC7. I attached installation instructions and an install video for this product as well.
