Will a brush guard off an 02 avalanche fit a 99 z71?

No, Avalanches and Silverados require different fits for the brush guards as the front ends of the trucks are very different.
The part # 40-0185 that you referenced will fit your 1999 Chevy Silverado Z71 though and would work well.
