Replacement hardware kits for a grille guard, and the guard itself, are both vehicle-specific. In other words, having the right install kit for a truck does not mean you'll be able to install a grille guard that was intended for a different vehicle.
The Westin Sportsman Grille Guard mounting kit # 40-117PK that you referenced allows installation of a compatible guard (models # 45-1170 and # 40-1175) on a compatible vehicle, in this case various Chevrolet Silverados.
For your 2003 Ford F-150 we do offer Westin grille guards that you can see on the linked page. Just select 2WD or 4WD from the menu tool at the top of the page to see the guards that will fit on your truck. For instance, for a Sportsman grille guard for a 4WD you can use part # 40-0245 (black) or # 45-0240 in stainless steel.
