Hello, the system air to électric may it be used in FMVSS 121 spec included an ABS brake system? If yes, how we can merge those together for a trailer tandem axle 7K each?

The Hayes Air Utility Brake Controller # HA100400C may be used in FMVSS 121 systems.
When connecting the brake controller, you will likely need to contact the air brake system manufacturer to get the proper three-way t-tubing and double check that you need it for hooking this to your air brake system on your truck or your tractor. This t-fitting will allow the controller to tap into your vehicle's air brake system.
In addition to connecting to the air brake system, you will also want to connect the blue brake controller wire to the brake control signal circuit at the vehicle-side trailer connector, the black wire to the positive terminal on the vehicle battery for a 12V power source, and the red wire will need to be spliced into a dedicated brake light circuit.
