Why Would Hayes Brake Controller # HA100400C Have Voltage on Output Circuit All the Time

Question:
Should indicator light be on a all times? and the unit is sending 2.56 volts to the blue wire at all times when actuated sends 12+ volts

Sounds like the red wire of the # HA100400C is connected to a circuit that has 12 volts all the time. You need to make sure it is connected to a circuit that only sees voltage when the brakes are applied.
