On a Reese Strait-Line weight distribution system such as # RP66021 the spring bars only rest on the dual-cam sway control arms which are what the chains are attached to. They are not fixed on them. The spring bars have to be able to move freely.
When the dual-cam sway control is positioned properly (I have linked the instructions for you) the spring bars cannot come off of the cams. I have linked a video review of this system for you.
If you go with this system then I recommend 2-5/16 inch ball # 19286. I have included some links on weight distribution and determining tongue weight for you.
