The 1999 model year was a split year for Chevy/GMC trucks. Some where still the C/K series and some were the new Silverado/Sierra. If a model was a 1999 C/K series then Sierra was available as a trim option. Later that same year they turned all of the trucks into either Silverado or Sierra instead of having those as trim levels of the C/K series.
The hitch you tried, # 65028, is designed to fit 1999 GMC Sierra 2500 LD (light duty) models only. As far as a 1999 Sierra 3500 there are no front mount options. But if it is a 1999 C/K series 3500 then there are options.
If it is a 2-wheel drive truck use # 31043. If it is 4-wheel drive use # 31042. Frame width is measured from the outside of one frame rail to the outside of the other frame rail.
