Can this be used on my factory installed trailer receiver and could 2 different size balls fit on this at one time?

The Brophy # CM91 Clevis mount would fit in the factory hitch on your 2016 Outback, but the mount isn't designed to have a trailer ball (or two) attached to it. Also, there isn't enough room to the inside of the mount to accommodate the width of the two nuts that would be needed to secure the trailer balls in place.
Your best bet would be to purchase two separate ball mounts that are equipped with the proper size trailer ball. Each ball mount should have the proper rise/drop. I'll link you to an FAQ article that shows how to determine the proper rise/drop ball mount. For trailer balls, use # 19256 for a 1-7/8 inch ball and # 19258 for a 2 inch ball. I've also linked you to our selection of ball mounts. Once you determine the rise/drop you need, select the ball mount that would come closest to the needed rise or drop. You might not be able to find a ball mount that perfectly matches the rise or drop you need, but as long as you're within an inch to an inch and 1/2, you'll be fine.
