I checked the directions for the Curt Front Mounted Hitch # 31080 and it states that there will be no drilling or cutting required to install this hitch on your 2004 Dodge Dakota, so that will make the install much simpler to mount.
Running the hardware thru the frame could be slightly problematic for a novice using the fishwire technique. I've linked our Help article on hitch installation tips and a video on how use the fishwire (also known as a bolt leaders) to install the mounting hardware required to mount your hitch. Because of this I would rate this install difficulty scale 3 or 4 out of 10; the instructions state that it will be about a 40 minute install.
