Question:
I just left a hitch place that wanted to charge me $125 in labor. He stated the bumper may need to come off ...is that true? Im thinking that the holes for this hitch have been pre drilled at the factory and to install a hitch all I have to do is screw it into the holes.... Am I correct

The rear fascia of your 2013 BMW X1 will need to come off to install the Curt hitch part # C13140. If you check out the install instructions link that I attached you will see all of the steps required for the install. Curt states that this hitch should take about 40 minutes for a qualified mechanic to install and about 80 minutes for a regular guy with the right tools to install.
You might ask the shop what their hourly shop rate is and see if you can negotiate from there. In the instructions link I attached the install time is displayed. I attached a picture as well.
Curt requires the use of their stabilizer strap part # 18050 when using their hitch to carry a non-supported load like a bike rack. I attached a review video for you to check for the strap as well.
