Im looking for a hitch mount or spare tire mount for a 2006 Jeep Liberty, which mount would be recommended with a limited budget

Helpful Expert Reply:
Between a hitch-mount rack and a spare tire-mount rack I will always recommend the hitch rack since this type of bike carrier does not place any weight burden on the car's rear hatch. Instead, a hitch rack uses the vehicle's strongest part - its frame - to handle the weight of the loaded bike rack.
Your 2006 Jeep Liberty can be fitted with either a 1-1/4-inch Class II hitch or a higher capacity 2-inch Class III type. All available options are shown on the linked page. Some bike racks can fit both hitch sizes but others will fit only one or the other. You can refer to the two linked articles for more on hitch sizes and ratings.
For a 2-bike platform-style rack that will fit both Class II and Class III hitches I suggest the Curt # C18085. This wheel-mount carrier will easily clear the rear-mounted spare tire on your Liberty. It is light in weight . Please refer to the linked video for further illustration of features. For use with it we offer hitch lock # e98879 and bike cable lock # e98891.
