What mounting plate is best to use to attach the TS 9500 to a flat bed trailer?

For trailer mounting winches like the # SW1595200 that you referenced you will want to mount it directly to the trailer frame with bolts that go through the mounting plate provided on the winch.
You would not be able to mount a winch to a wood bed if you are going to put any kind of load on it. You would need to get the winch mounted to the steel frame somehow. To do this you can use U bolts to attach through the wood bed to the trailer frame, if there is steel frame below the bed. Otherwise you will want to fabricate a mounting location for your trailer.
