Can the Packem trimmer rack for utility trailers be welded on to the trailer?

The Pack'Em Trimmer Rack # PK-6 that you referenced is not designed to be welded to a trailer. In the install notes Pack'Em makes it very clear that this should be bolted to a trailer with Grade 8 hardware.
