Distance between brackets: 17-3/4inch which bracket are you talking about. Is it where you hook up the tow bar, or is it where you attach to the frame.

The 17-3/4 inches is the distance from the center of one of the removable tabs to the center of the other removable tab on base plates # BX1300.
For a compatible tow bar I recommend the Alpha, # BX7365. It has a 6,500 pound capacity and comes with safety cables. I have included a link to a video review of this tow bar for you.
For lighting I recommend going with a magnetic kit such as # RM-2120, or the trunk mount, # RM-2120. I would not necessarily recommend a kit that splices into the vehicle wiring due to the complex nature of the BMW wiring unless you have it professionally installed.
And finally, most states now require supplemental braking on the vehicle being flat towed. One of the most popular systems to set up and use is the SMI Stay-IN-Play DUO proportional system # SM99251. It will apply the vehicle brakes in proportion to how much the tow vehicle is braking. This is the easiest way to stop and it reduces wear and tear on both vehicles.
