The Thule Speedway, part # TH961XTR can be used on your 2006 Subaru Outback as long as it is the 4 door sedan and not the wagon.
Thule does not recommend using the Speedway on the Outback wagon because the only way the upper fastening straps can be mounted to this vehicle would be to attach them to the upper edge of the lift gate glass or the plastic trim covering the glass. The glass is not strong enough to support the weight of the carrier and the bicycles attached to it. Using this carrier on the wagon model would ultimately cause the rear glass to shatter.
If you have the Outback wagon, your best bet would be to install a hitch such as the Draw-Tite Class III receiver, part # 75560 in conjunction with a hitch mounted bike rack. We have several different racks that can accommodate 2 bikes. The Thule Camber, part # TH9058 is a great rack that has several features like a tilt away function and anti-sway cradles that are typically found on more expensive racks.
I will include links to the hitch and bike rack I recommended, as well as our entire selection of 2 bike racks. You can find the links below.
