The Oregon State Hitch Cover you mentioned, part # AMG102561 is compatible with a 2 inch receiver, which would use a 5/8 inch diameter hitch pin like part # PC3.
However, since hitch covers have a way of walking off, I'd recommend a locking hitch pin like the # e98882.
